Definitely costs more than 3fps (depending on where you're looking).
No Reshade there are areas where I can keep the camera rotating and fps stays 72. With your preset doing the same it as low as 64. 'Performance Mode' does not help at all.
At least this preset stays true to the original look. I was waiting for one.
